The direction follows an April 7 vote that failed (42 yes, 55 no) and a subsequent neighborhood petition that staff verified reached a majority of parcels.
Public Works staff told the council that city verification found roughly 139 valid property-owner signatures of the 272 parcels in the district, meeting the threshold to bring the matter back to the council. Neighborhood representatives described additional outreach and said they had collected more signatures (the community group reported 158) and would take steps to ensure ballots are returned within the city's 45-day window.
Councilmembers praised the neighborhood's grassroots effort, discussed ballot logistics and noted that only property owners (not tenants) will receive and cast ballots. The motion instructs staff to mail ballots to property owners, have costs of the reballoting assumed by the district, and return to the council on July 21 to count returns and make a final determination.
The reballot motion passed; councilmembers encouraged neighbors to ensure ballots are returned and clarified that the assessment's implementation remains contingent on the June/July balloting outcome.
