Trumbull County commissioners approve contracts, grants and permits in routine session

The board dispensed with reading minutes from recent meetings and accepted video recordings as the official minutes. It approved payment of bills and several appropriation and transfer requests. A printing contract for county tax bills was awarded to Diversified Companies LLC for $15,169.94, and Board President Tony Bernard was authorized to execute contract documents.
The board approved two grant-related actions: a Recovery Ohio law enforcement subgrant (ROETF36880) for $15,000 covering 05/01/2026–04/30/2027, and a TAG Law Enforcement Drug Task Force subgrant (DLLEF37410) with total funding of $119,503.21. The latter grant is funded 75% by the Ohio Office of Criminal Justice Services with a required 25% local cash match of $29,875.80. Both grants were authorized and the board president was directed to execute the subgrant agreements.
Neighborhood Development Services Inc. was approved as the most qualified firm to provide inspection services for the 2026 Community Housing Impact and Preservation Program (Warren Trumbull Home Consortium), with a contract term through 12/31/2029. The board also authorized a notice to proceed for APO Borrow Company on the Golden Triangle Infrastructure Improvements contract C (Warren City — Page and Dana Street realignment), a project funded through the U.S. Department of Commerce Economic Development Administration (American Rescue Plan Act) and local funds.
On water infrastructure, the board appointed attorney Matt Blair to file required appropriation actions for the Sanitary Engineering Department related to Blueprint Phase 2 water regionalization project 2-W-19 and authorized the department to commence appropriation actions in Trumbull County Court of Common Pleas to secure necessary easements.
Routine non-capital items approved included acknowledging satisfaction of a HOME program mortgage for Jonathan D. Miller (2015 HOME program), sale/transfer of a 1993 Ford sewer/vac truck to Warren Township for $5,550, and receipt and placement on file of March and April 2026 financial reports for the Trumbull County Tourism Bureau. The board also concurred with the county engineer to close Selkirk Bush Road (Township Highway 94, Newton Township) for rehabilitation from 06/03/2026 through 07/01/2026.
The commissioners voted to send a letter of support for regional transportation improvement legislation intended to enable four counties in the Lake de River region to form a cooperative agreement to leverage State Route 11 logistics and a future gas pipeline corridor for economic development.
On licensing matters, the board notified the Ohio Department of Liquor Control that it did not request a public hearing on a new Class D-5 permit for Love's Travel Stops and Country Stores Inc. in Hubbard Township, and it approved a temporary liquor permit for the Trumbull County Agricultural Society to use the county fairgrounds from 07/14/2026 through 07/19/2026.
Before adjourning, Chair (Speaker 2) instructed the clerk to schedule KO Consultants for the upcoming workshop (priority attendance requested for Kristen and Ty). With no substantive public comments recorded, Committee member (Speaker 3) moved to adjourn; the motion was seconded and the meeting was closed by unanimous vote.
