The Fiscal Court reviewed Spencer County Sanitation District (SCSD) minutes and an HMB Professional Engineers invoice for $45,900 tied to the Elk Creek Pump Station project and approved payment at the May 18 meeting.
SCSD minutes (April 7, 2026) and an attached statement from HMB (Invoice No. 1, May 11, 2026) were presented for consideration. The HMB invoice itemizes design services and geotechnical fees that together total $45,900 for previously earned work on the project. The Court voted to approve payment: "Motion made by Esq. Stump, seconded by Esq. Cotton...it is hereby ordered to approve the invoice from HMB for the SCSD for $45,900.00."
The SCSD minutes also recorded actions and insurance decisions after a lightning strike at the sewer plant (repairs approved by KACO insurance; total repairs cited as $172,106.96) and recommended board appointments for the sanitation district (motions to appoint Todd Beckman and Matt Campanella). The Court accepted the SCSD invoice for HMB and approved payment from court funds.
What happens next: HMB will receive the invoice payment; SCSD and the Court will coordinate follow-up on construction-phase services and any additional construction-administration fees as the Elk Creek Pump Station project proceeds.
