Spencer County approves EMS staffing changes; receives proposed jail budget ahead of April filing

The court accepted the immediate resignation of Beth Owens from full‑time status and changed her to part‑time; it approved changing Kayle Miller from 12‑hour full time to 24/48 full time with a pay adjustment to $16.20 per hour effective March 16, 2026; and it approved hiring Abbigail Powell as a 12‑hour full‑time EMT at $19.12 per hour effective immediately.
Klinglesmith brought the staffing changes to the court under an agenda item showing recommended approvals; the motions were made and approved by voice vote. The record notes statutory timing for submission of the county jail budget: KRS 441.215 requires the Jailer, County Judge and Treasurer to prepare and submit the proposed jail budget by April 1. Judge Travis said he had met with the sitting Jailer and will continue discussions given an upcoming election and a fiscal year split that affects the jail budget. The court voted to receive the proposed jail budget; no appropriations were changed at this meeting.
The court’s action authorizes payroll and personnel status changes to be implemented by county HR/finance, and orders that the jail budget be included in the county proposed budget to be presented in May as required by county procedures.
