Jackson County schedules May 27 hearing on 24.5-acre Phoenix UGB amendment (Ordinance No. 2026-2)

The Jackson County Board of Commissioners held the first reading of Ordinance No. 2026-2, a proposed minor comprehensive plan map amendment to add approximately 24.5 acres into the Phoenix urban growth boundary (UGB). County Administrator Danny Jordan told the Board the amendment is intended to accommodate additional employment land within the City of Phoenix.
The properties included in the proposal are identified as Township 38 South, Range 1 West, Section 05D, Tax Lots 1300 and 1400, and are located at 2195 Voorhies Road, Medford. The transcript lists the parcel breakdown as approximately 0.33 acres of public road right-of-way, 2.4 acres of Central Oregon and Pacific Railroad right-of-way, and 21.8 acres currently zoned Exclusive Farm Use and Rural Residential-5. The applicant is listed as South Stage LLC, File No. 439-25-00002-LRP.
Commissioner Rick Dyer read the ordinance by title. The Board approved holding the first reading on May 13, 2026, and scheduled the second reading and public hearing for Wednesday, May 27, 2026, at 1:30 p.m. in the Courthouse Auditorium and by audio/videoconference. If adopted on May 27, the ordinance would become effective on July 27, 2026. Commissioner Colleen Roberts moved to approve the first reading and the scheduling; Commissioner Randy Sparacino seconded. Commissioners Roberts, Sparacino, and Dyer voted aye.
