Saline County commissioners approve consent agenda after questions about $70,000 in change orders for Senior Services project

The Saline County Board of Commissioners approved its consent agenda following brief questions about roughly $70,000 in change orders for the Department of Senior Services parking-lot and roof project.
Commissioners met at 9 a.m. and the consent agenda included tax-roll adjustments, accounts payable, payroll and two change orders for the Senior Services project. One commissioner asked to remove items 6 and 7 from the consent agenda and questioned why the flagpole removal/reinstallation and landscaping were not part of the original bid.
County staff explained the flagpole had been included in the bid documents as an alternative and was not accepted when the original bid was awarded because bidders did not clearly follow the flagpole specifications. On the landscaping, staff said landscaping was not initially approved by the grant but, after the bids returned lower than the grant award, staff sought and received grant approval to cover landscaping because it was a city requirement. "Both of these change orders are 100% covered by the grant," a county staff member said.
A commissioner moved to approve the consent agenda and the motion passed 4-0.
The consent agenda therefore approved the change orders (to be performed by Harbin Construction as a change order rather than re-bid), along with the other routine items listed on the agenda.
The board then proceeded to action items on the published agenda.
