Engineers report on Act 537 options, municipal building, and schedule PennDOT meeting on State Street water

Township Engineer Jill Smith told the Longswamp Township Board of Supervisors on Dec. 10 that her office is evaluating more cost‑effective alternatives for the municipality’s Act 537 sewage plan and expects to sit down with a board member after the holidays to present a formal submission in January.
"After the holidays they will be ready to sit down with a Board member, and go over the plan, and submit something officially to the Board in January," Smith said. She said the overall objective is to identify cost‑effective systems and delay implementation until a demonstrated need arises.
Smith also reported on a structural review of the municipal maintenance building: renovation appears possible but may require replacing the roof; her office is preparing a phased plan with estimated costs and code‑compliance considerations.
Chairman Don Hickman said he arranged a meeting with a PennDOT representative to take place between Jan. 4 and Jan. 9, 2025, around 10:00 a.m. at the township office to discuss a State Street water issue. Smith said representatives for the Dollar General and Extra Storage projects expressed interest in attending because the discussion affects driveway locations; Hickman said he will notify stakeholders once a definite date and time are set.
On sewage enforcement matters, Township Zoning Officer and SEO representative Brad Pflum reviewed LTL Consultants’ November 2024 report: no sewage permits were issued that month, one septic system is being installed, and the township continues Cycle 1 pumping enforcement — 67% of properties still need pumping before the June 30, 2025 deadline; three properties with pump records older than 36 months have been issued citations.
On zoning matters, Zoning Officer Pflum said the board will provide a supporting grant‑letter to BHASD only after the district supplies additional project details and agrees to reimburse professional fees incurred to date and for future services.
Solicitor Beth Kohl said updates to the credit card policy and draft Comcast broadband franchise agreement remain tabled for future discussion; the board authorized Kohl to contact Comcast to begin franchise negotiations and authorized advertising of a Zoning Logistics Ordinance as drafted following a BCPC letter dated Dec. 15, 2024.
The board directed staff to continue work on the Act 537 alternatives, produce phased cost estimates for the maintenance building, and notify affected developers and PennDOT about the scheduled meeting.
