Town of Union board adopts 2024 meeting schedule and names department heads

The Town of Union Board voted Jan. 3 to adopt its calendar and governance policies for 2024, designate official depositories and the Press & Sun-Bulletin as the official newspaper, and confirm a slate of deputies, department heads and board appointments.
The action took place at 7:00 P.M. at Town Hall, 3111 East Main Street, Endwell. Supervisor Robert Mack and Councilmen Thomas R. Augostini, Frank J. Bertoni, Joseph P. Nirchi and David Kudgus were recorded present. The prepared resolution establishing the policies, procedures and appointments was moved by Councilman Thomas R. Augostini, seconded by Councilman Frank J. Bertoni and adopted by an "All yes" vote. The resolution took effect Jan. 3, 2024.
The board set regular meetings for 2024 on the first and third Wednesdays at 7:00 P.M., with work sessions held immediately prior. Two schedule exceptions were noted: the February meeting originally listed for Feb. 21 will occur Feb. 28, and the July and August meetings will be held July 10 and Aug. 14.
For cash management, the board designated M & T Bank; Chase/JP Morgan; NBT Bank; Bank of America; Citibank; Key Bank/KeyBanc Capital; JP Morgan Securities, LLC; Tioga State Bank; and the New York Cooperative Liquid Assets Security System (NYCLASS) as official depositories for Town funds for 2024. The Press & Sun-Bulletin was named the official newspaper for legal and public notices.
Procedural and administrative authorizations included adopting Robert's Rules of Order for 2024 and allowing any board member to request that a motion or resolution introduced for the first time that year be held over to the next regular meeting or a special meeting prior to a vote. The board authorized the Supervisor to invest Town funds consistent with applicable law and confirmed that purchases may be made under State or County bids and contracts unless the board directs otherwise. The Town bulletin board at the west entrance of Town Hall and the Town website were designated as the official posting locations for notices.
Supervisor Mack made a series of appointments for 2024. Major department and deputy appointments listed by the board included Louis V. Caforio as Commissioner of Public Works; Daniel A. Schofield in DCPW environmental and safety roles; Brian J. Lucas as Building Official; Jennifer Lindsay as Comptroller and Heidi M. Ranger as Deputy Comptroller; Joseph M. Moody as Economic Development Director; Scott Paugh as Highway Superintendent; and Christopher Kylor as Planning Director. Alan J. Pope was named Town Attorney, with Rosemarie Pope and Ryan R. Matt as deputy town attorneys assigned to various boards. Clerks to the justices and part-time constable appointments (Ted Oliver and Matthew Oliver) were also recorded.
Additional named appointments included Brenda Whitaker as Executive Administrative Assistant, Suzanne Meredith as Town Historian and Jackie Tedesco as Deputy Town Historian. Supervisor Mack appointed Councilman Thomas R. Augostini as Deputy Supervisor for the 2024 calendar year and announced committee assignments for environmental/laws & legislation/intergovernmental; finance; capital projects & public works; employees & safety; parks & recreation; and planning, zoning & economic development.
The board reappointed members to numerous boards and commissions with specified term expirations, including the Planning Board, Zoning Board of Appeals, Citizens Advisory Council for Community Development, Ethics Committee, Wellhead Advisory Protection Committee, Street Lighting Commission, Wetlands Advisory Commission, Conservation Advisory Council & Tree Committee, and the Industrial Commercial Advisory Board.
The formal resolution establishing the listed policies, procedures and appointments was adopted by motion moved by Councilman Thomas R. Augostini and seconded by Councilman Frank J. Bertoni, with the minutes recording the vote as "All yes." The meeting was adjourned on a motion by Augostini, seconded by Bertoni, carried at 7:02 P.M.; Leonard J. Perfetti, Town Clerk, recorded the minutes.
