The Great Falls City Commission on May 5 authorized Resolution 10625 to fund lead service line replacements at 13 locations within the city using a $398,000 loan from the Montana Department of Natural Resources and Conservation (DNRC) State Revolving Fund.
Finance Director Melissa Kinzler told the Commission the total approved loan budget is estimated at $398,000, with $328,200 allocated for construction and $69,800 for design and about 60% principal forgiveness. The project was described as mandated by the Environmental Protection Agency and is scheduled to occur between May and July 2026. The estimated annual payment on the 20‑year loan at a 1.5% interest rate is approximately $9,300.
Staff recommended adopting the resolution to authorize issuance and fix the terms and conditions of the bonds; the Commission adopted Resolution 10625 by a 4‑0 vote.
