Atlantic Beach committee reviews grant rules, timeline and school funding allocation

The Arts, Recreation and Culture Committee of Atlantic Beach spent much of its Oct. 14 meeting reviewing changes to its arts-and-recreation grant program and the calendar for next year27s awards. Committee members and staff described a streamlined application, clarified eligibility limits and debated how much funding should be reserved for local schools.

Staff presented a draft application that collapses separate school and organizational forms into one document and clarifies that the grant budget is for arts and recreation programming only, not facility capital or operations. The staff recommendation also includes a guideline that the same program may receive funding for a maximum of three years, with committee discretion to extend support in special cases.

The committee revisited the total pool and the portion for schools. Members said the committee had recommended $25,000 for schools but that the commission was holding $20,000 for them; that discrepancy, they said, stemmed from shifting budget conversations earlier in the year and the timing between the grant review and the city27s budget vote.

To make evaluation clearer for applicants and reviewers, staff proposed and the committee agreed to supply templates (standard program budgets and milestone tables), tighten narrative character limits to match the software cap and encourage bullet-point answers. Staff also recommended removing numerical scoring details from the public application and retaining a scoring rubric for internal reviewer use only.

Staff said key dates for the next cycle will include a June 1 deadline for progress or final reports from current awardees, a public Q&A session in late June, a daylong semifinalist presentation in August, and a commission recommendation in October. Staff cautioned that committee recommendations remain subject to the final city budget vote.

Committee members asked staff to make explicit in the application that organizations receiving other city financial support or discounted facility use during the fiscal year may be ineligible for additional grant funds to avoid duplicative assistance. Members also asked for clearer phrasing around repeat applicants and asked staff to supply example milestone tables (with names redacted) to guide applicants.

The committee did not take a formal vote on the application language at the meeting; members requested a revised draft for review at a future meeting.
