The Oakley City Council unanimously adopted Ordinance 2026-02 on April 8, enacting new wastewater-discharge rules to regulate fats, oils and grease (FOG) entering the municipal sewer system.
Councilmember Chris Dillman presented the ordinance, explaining that it requires oil separators, identifies testing locations for ongoing compliance checks and clarifies allowable discharge levels and temperatures for grease entering the system. Dillman said the ordinance was drafted with input from legal counsel and local engineering and environmental consultants.
Councilmember Dillman moved to adopt the ordinance and Councilmember Tom Smart seconded. Roll-call votes from Councilmembers Dillman, Amy Regan, Joe Frazier, Tom Smart and Dave Neff were all recorded as “Aye.” Recorder Amy Rydalch confirmed the ordinance would go into effect upon posting the notice of passage.
Councilmembers discussed the compliance window for installing required grease traps; the ordinance provides 180 days for installation, and Councilmember Amy Regan asked whether a 90-day window would be feasible. Staff noted potential construction constraints, including supply-chain issues and contractor scheduling, as reasons to keep the 180-day period.
The ordinance authorizes ongoing testing at designated locations and sets technical thresholds for allowable grease discharge and temperatures; staff will coordinate administrative implementation and outreach to affected businesses.
