The Oakley City Council voted unanimously April 8 to adopt Ordinance 2026-03, creating a special water classification and rate structure for the city’s cemetery district. Recorder Amy Rydalch presented the ordinance and described a base allowance of up to 100,000 gallons per month per cemetery, with a higher tier rate applying to monthly overages.
Councilmember Joe Frazier moved to adopt the ordinance and Councilmember Tom Smart seconded. A roll-call vote recorded Councilmembers Dave Neff, Chris Dillman, Amy Regan, Joe Frazier and Tom Smart as voting “Aye,” and the motion carried. Recorder Rydalch stated the ordinance is in compliance with state statutes and that the cemetery district supports the change. The ordinance will take effect immediately upon posting the notice of passage, per the Recorder.
The Council briefly reopened the public hearing for clarification and heard one question from Chris Hansen about the number of cemeteries in Oakley; no further public comment was offered. The new classification was presented as a way to recognize the public service cemeteries provide and to set a predictable usage allowance before higher-tier charges apply.
Next steps identified by staff include finalizing administrative details for billing under the new rate class and updating public-facing rate schedules. The Council did not attach any additional conditions to the ordinance when it voted to adopt it.
