The Shelby County Planning Commission unanimously approved a resubdivision that will divide Lots 1, 3 and 4 of the Jackson's Run subdivision into seven residential lots at its May 18, 2026 meeting.
John Mancha, property owner and applicant, told the commission he purchased the lots in 2021 and described the site as suitable for single‑family housing. Mancha confirmed a perc test had been completed and approved. County staff and the applicant explained that shared ingress/egress access drives will serve Lots 3A and 3B and Lots 4A and 4B because engineers and the Shelby County Highway Department identified site‑distance concerns for individual driveways on those lots.
The resubdivision covers a total of 4.41 acres and will result in lots smaller than 0.70 acres, with specific sizes recorded in the resolution: Lot 1A (0.69 acres), Lot 1B (0.689 acres), Lot 3A (0.567 acres), Lot 3B (0.569 acres), Lot 4A (0.629 acres), Lot 4B (0.63 acres), and Lot 4C (0.63 acres). Staff also noted that because the property lies less than one‑quarter mile from the Coosa River (Lay Lake), the site is classified as Tier I for subdivision review, allowing a minimum lot size of 0.25 acres under the county's tier analysis.
With no public comment, Commissioner Michael O'Kelley moved to approve SN25-010 with the conditions outlined by staff; Commissioner Floyd Collins seconded. The motion passed 6-0. The commission's resolution requires the applicant to submit a record plat that meets all requirements of the Shelby County Subdivision Regulations prior to recordation.
Mancha said he grew up on Lay Lake and described the development as fitting for single‑family homes. The commission adjourned at 6:16 p.m.
