Shelby County planning panel approves rezoning for 86 Hargis Drive to allow single‑family building envelope

On May 18, 2026 the Shelby County Planning Commission voted unanimously to rezone approximately 0.78 acres at 86 Hargis Drive from H‑Z Holding Zone to E‑2 Single‑Family Estate, a change applicants Troy and Melissa Osborne said would provide a better building envelope for a residential home.

Chanelle Beville, principal planner, presented the staff report to the commission and answered commissioners' questions. "The property does meet the E‑2 zoning district requirements," Beville said, noting the staff recommendation and the parcel identification (Parcel ID 58-09-6-24-0-001-009.005). Beville also referenced the Shelby County Comprehensive Plan designation of the area as 'Walkable Neighborhood.'

Commissioners had no further substantial questions. A staff representative noted the applicants had submitted a letter stating they were unable to attend the meeting. With no members of the public speaking for or against the request, Commissioner Michael O'Kelley moved to approve Z26-002 subject to the conditions outlined by staff; Commissioner Brett Winford seconded. The vote was 6-0 in favor.

The commission's resolution records that the change from H‑Z to E‑2 was intended to allow a reasonable building envelope consistent with surrounding single‑family lots and is approved subject to compliance with Shelby County regulations, policies and guidelines. The county will include the full staff reports and any written public comments in the signed minutes retained by the Shelby County Development Services Department.

The commission's next meeting is scheduled for June 1, where staff indicated additional site plans and action items will be considered.
