Florence Council approves package of resolutions and adopts truck-weight restriction ordinance

The Florence Township Council on May 20, 2026 approved Resolution Nos. 2026-105 through 2026-113 and adopted Ordinance No. 2026-11, taking a series of routine administrative and public-works actions and enacting a restriction on heavy commercial vehicles in parts of town.
Council President Joseph Frappolli called the meeting to order at 7 p.m.; on a motion by Council member Frederick Gabriele and seconded by Council member Gina Sullivan the body approved the bundle of resolutions unanimously (YEAS: Fratinardo, Gabriele, Sullivan, Frappolli; ABSENT: Talaya Loftin). The bundle included authorization of municipal liens for property maintenance violations (Res. 2026-105); payment certificate #2 and a State Aid change order for NJDOT-funded Railroad Avenue improvements (Res. 2026-106); payment for field house renovations (Res. 2026-107); and the insertion of two special items of revenue into the 2026 municipal budget under Chapter 159—a Walgreens settlement fund (Res. 2026-108) and the FY2026 Clean Communities Grant (Res. 2026-109).
The Council also approved Resolution 2026-110 authorizing refunds of certain tax overpayments and Res. 2026-111, which rescinded Resolution 2025-219 concerning cancellation of 2025 and 2026 real estate taxes for Block 163.03, Lot 2.03 (100 Birch Hollow Drive). Procurement approvals included an award to Rio Supply Inc. for radio frequency read water meters (Res. 2026-112) and an award to Miracle Chemical Company for 15% sodium hypochlorite (Res. 2026-113).
At the ordinance second reading and public hearing, the Council opened and closed the hearing after receiving no public comment and approved Ordinance No. 2026-11. The ordinance amends Chapter 134 of the Florence Township Code to restrict commercial motor vehicles over four tons gross vehicle weight on certain streets identified in the code. The motion to open the hearing and to adopt the ordinance was made by John Fratinardo and seconded by Frederick Gabriele; the vote was unanimous (4–0, Loftin absent).
The Council did not record any public opposition at the hearing. The ordinance will be filed and codified according to the Township’s ordinance-adoption procedures.
The meeting moved on to administrative reports and a closed session; no further votes on ordinances or resolutions were taken before adjournment at 8:17 p.m.
