Havre de Grace council approves CDBG application to repair Somerset Manor community building

Havre de Grace’s mayor and city council voted unanimously June 1 to authorize submission of a Maryland Community Development Block Grant (CDBG) application to rehabilitate the Somerset Manor Community Activity and Management Office. Council President Boyer introduced the resolution and the council adopted Resolution 2026-06 by roll call, 5-0.
The required public hearing opened with a state program statement read into the record by Chris Bachinski, who described the CDBG program’s objectives and identified the city’s proposed project: roof repair and replacement and HVAC replacement for the Somerset Manor community building at 101 Stansbury Court. Bachinski said the draft request in the packet referenced the project; during discussion the council president read the city’s intended grant request amount as $167,880.
Mayor and council members stressed the community building’s role: it houses a weekly food bank, a biweekly health clinic, and outreach and social programming for Somerset Manor residents. After the public hearing portion — which included one pre-registered public comment earlier in the meeting on a different topic — Council President Boyer moved the resolution and the council approved it by roll call vote, 5-0.
