County to reject and rebid sheriff’s SUV procurement after specification mix-up

County Administrator Gary Wine told the Berkeley County Commission that bids opened last week for a full-size SUV for the Sheriff’s Department must be rejected because of a miscommunication about required timeline and vehicle specifications.
Wine requested permission to reject all submitted bids, update specifications and re-advertise the procurement. Commissioner James P. Whitacre moved to reject, modify and rebid; Commissioner H.D. Boyd seconded the motion and it carried unanimously.
The Commission’s action returns the procurement to staff for specification revision and a new solicitation. No alternate procurement or sole-source award was discussed on the record; staff will manage the rebid and return with recommendations as appropriate.
