Commission approves FY27 health insurance renewal after presenters report $942,000 surplus

The Berkeley County Commission on May 28 approved renewal of the county’s FY27 self-insured health plan after county staff and consultants described favorable claim trends and renewal recommendations.
Deputy County Administrator Chad Winebrenner, joined by Ann Phelps of OneDigital, told commissioners the county’s first year of self-insurance is performing well: claims are trending below the budgeted maximum and the plan has generated an approximate surplus of $942,000 as of April. The presenters recommended keeping medical budget rates and employee contributions flat for FY27, renewing current carriers, and reviewing the county’s pharmacy benefit manager next year to pursue improved rebate structures. They also flagged priorities including evaluating stop-loss options, enhancing claims management and strengthening employee benefits education.
Commissioners expressed appreciation for the analysis and the plan’s performance. Vice President R. Stephen Catlett moved to approve the renewal and to grant the president authority to sign the corresponding documents; Commissioner H.D. Boyd seconded and the motion carried unanimously.
The renewal preserves current carrier relationships and maintains existing employee contribution levels for the coming year; the county signatory will complete final paperwork following Commission approval.
