The Powhatan County Planning Commission on May 5 approved a series of land‑use requests, including a conditional use permit for a Wal‑Mart site and four rezoning applications, and addressed public concern about proposed floodplain changes.
At the start of the meeting Chair Craig Hughes called the commission to order. After routine approvals the commission considered six public hearings. Planning Director Ligon Webb presented the Wal‑Mart CUP (26‑01‑CUP); applicant representative Matt Roberts of Hirschler Law Firm described the proposal. Residents asked for a sidewalk extension along Luckstone Road and requested that Wal‑Mart add electric vehicle fast chargers. The commission voted to approve the Wal‑Mart CUP, 4‑0.
The commission then considered Tri‑Hope Life Ministries’ conditional use permit (26‑02‑CUP). John Erbach of SpottsFain answered questions about staffing levels, saying the operator would have “at least one” staff and would not exceed the staffing numbers presented. An initial vote resulted in a 2‑2 tie. County Attorney Kalli Jackson clarified tie‑vote procedures, and a reconsidered motion passed 3‑1.
Three rezoning requests were presented and approved unanimously: MAYDEC LLC (26‑02‑REZ‑C), which will begin with 24 rooms and could expand to 32 in the future; WDMLLC (26‑03‑REZ‑C); and a rezoning for Brent Degonia/BRIC Property Group LLC (26‑04‑REZ‑C), for which commissioners discussed replacing prior proffers. In public comment across those items residents repeatedly requested five‑foot sidewalks and pressed for clarity about staffing and environmental protections.
The meeting closed with a report from Planning Director Webb that the Board of Supervisors has referred a question about calculating lot area in relation to the floodplain to staff; Webb said the commission could discuss the matter in June and potentially vote in July, though additional time might be needed.
