Upper Milford extends Estates at Maple Ridge improvement deadline, grants waivers for Zionsville Bible Fellowship plan

The Upper Milford Township Board voted April 3 to extend the Improvements and Financial Security Agreement for the Estates at Maple Ridge subdivision until May 11, 2026, after a request from Chris Canavan of W.B. Homes who said remaining work (final paving and stormwater conversions) depends on completion of home construction.
The Board also considered the Zionsville Bible Fellowship land development. Planning Coordinator Brian Miller said the Planning Commission recommended granting several SALDO waivers and recommended approval contingent on Zoning Hearing Board approval, resolution of items in the Ott Consulting engineer review letter dated Nov. 26, 2024, and payment of outstanding fees. The minutes note the applicant received Zoning Hearing Board approval on March 10, 2025; the Board granted the waivers as requested by motion of Supervisor John D. Zgura, seconded by Supervisor Angela Ashbrook.
The waiver requests listed in the Planning Coordinator’s letter address SALDO sections including submission/permit provisions (§702.B.2 & §1003.G.5), easement and restrictive covenant requirements (§703.E.6), cartway and frontage requirements (§1004 series and Zoning 405), utility placement and stormwater easement requirements (§1011 series), and requirements for improvements guarantees and maintenance guarantees (Article B). The conditional approval for the land development remains subject to the applicant’s response to the township engineer’s comments and payment of any outstanding fees.
Supervisor Zgura made the motions for both the Estates at Maple Ridge extension and the SALDO waivers; Supervisor Ashbrook seconded both motions and the minutes record the motions carried "all were in favor." No roll call vote was recorded in the minutes.
