Conservation Board reviews Planning Board reports, tree‑code work and monitoring plan follow‑up

At the Feb. 10, 2026 meeting, members of the Town of North Castle Conservation Board reviewed several work‑program items including Planning Board reports, RPRC updates, tree‑code research and outstanding monitoring‑plan revisions.
Board members reported on Planning Board meetings dating from November 2025 to January 2026. Vincent Giordano said the application at 88 Byram Ridge Road had been the subject of discussion; he noted a 2025 submittal that proposed 7,600 square feet of meadow mix and a fence had been rejected and that the site implemented the earlier 2022 plan. The board said an inaccurate memo originating from KSCJ Consulting had listed the 2025 plan as executed; Jane Black revised and sent a corrected memo to the Planning Board the day of that meeting after speaking with Town Planner Mr. Kaufman.
George Drapeau said he compiled tree‑code penalties from surrounding towns via the Pace University Law School Databank and emphasized the need for a tree commissioner; he will meet with Adam Barnett to draft revised code language to present to the Town Board. On monitoring and maintenance plans, Eric Dorsch said revised changes were sent to Town Planner Mr. Kaufman but no response had been received; the board asked the Secretary to contact Kaufman to move the revisions forward.
The board also signed up members to serve as liaisons to Planning Board and RPRC meetings for 2026 and solicited volunteers for a vine‑cutting event; Jose Berra noted Doug Mancinelli will be honored by the Westchester Land Trust in June 2026 for volunteer work. The meeting adjourned at 9:00 p.m.
