Salisbury Conservation Commission approves McClearn and Blass wetlands applications; requests more data on Hamlet Hill Farm pond

The Salisbury Conservation Commission met July 13, 2015 and considered three applications related to shoreline and stream work.
1) McClearn property, 112 South Shore Road: Attorney Mark Capecelatro described a reconstruction that would not expand building footprint and would replace current bituminous surfaces with porous pavement and route roof drains to a rain garden. The Planning & Zoning Commission had approved the application conditional on Conservation Commission approval; after a site visit, the Commission voted unanimously to approve the McClearn application.
2) Blass culvert replacement, 105 Taconic Road: The application proposes a pre-cast concrete culvert on an existing driveway. Members who visited the site noted higher stream flows and recommended the work be scheduled for a drier period; the Commission approved the Blass application pending receipt of engineering data from Ralph Stanton.
3) Hamlet Hill Farm pond (Preliminary Review): The Commission requested additional information on soils, wetlands and alternatives and moved to have the proposal referred to the Northwest Conservation District for technical assistance; the motion was approved unanimously.
Separately, Commission members agreed to update the Preliminary Review application language to reflect DEEP guidance on jurisdictional exemptions for wetlands forms.
