AEA base map shows 5-foot sidewalk is feasible; Pathways Committee pivots to funding outreach

At a September meeting the Salisbury Pathways Committee reviewed the base map produced by Allied Engineering Associates and concluded there is likely enough right-of-way to construct a state-standard 5-foot sidewalk with a 5-foot buffer from the pavement.
Committee members said the map clarified the project’s topology and enabled them to begin drafting an outreach letter to property owners abutting the proposed Meadow Street–Brook Street segment. Kitty Kiefer was assigned to prepare and circulate the draft; Chris Williams agreed to help edit. The committee agreed to hold off mailing until the side of the street to be used was confirmed.
The committee outlined a multi-track funding strategy. Options discussed across meetings included seeking $4,000–$4,750 in the town budget for Phase 1B (preliminary design, cost estimate, presentation), approaching the Council of Governments (COG) and the Berkshire Taconic Foundation for grants, and asking DOT to include culvert work when it repaves Route 44. An exchange of emails recorded in the minutes also indicated DEMHS Region 5 funds could be considered if the new firehouse were designated a regional emergency shelter, opening a homeland-security planning funding route.
Committee members set action items: Kitty to present a scaled Selectmen request; Peggy O’Brien to research state grant programs and the Infrastructure Investment Fund; Chris to monitor DOT paving plans; Natalia to draft the formal Selectmen request and include the AEA estimate and letters of support from the Board of Education.
