Milton Selectboard certifies TIF increment, clarifies procurement for recurring expenses and approves FY26 audit

The Milton Selectboard on June 1 authorized the Town Manager to sign the Vermont Economic Progress Council (VEPC) Tax Increment Financing (TIF) certification and annual report after hearing that taxable property value in the district had grown from roughly $125 million to about $252 million since the district’s inception.
Amber N. Baker, the town’s Deputy Town Manager and Finance Director, presented the annual TIF update and said the report tracks project progress, new employment and the financial increments needed to maintain funding. The board voted unanimously to authorize the Town Manager to sign the certification and annual report.
The board also adopted a resolution clarifying administration of recurring operational expenditures, a change intended to streamline processing for recurring budgeted expenses that exceed $15,000 such as insurance renewals, municipal association memberships and subscriptions. The resolution states such expenditures may be considered exempt from formal competitive bidding when allowed by law or grant conditions, but remain subject to budget appropriations, standard claims approval procedures, purchasing authorization limits and conflict-of-interest and oversight provisions. The board approved the resolution by unanimous vote.
Amber Baker presented a proposal from Sullivan Powers and Company PC for the FY2026 audit, with a contract amount of $31,300 as the first year of a two-year extension. The Selectboard authorized the Town Manager or designee to proceed with the FY26 audit, voting unanimously.
Liz Curry of CommonLand Solutions conducted a final public hearing on Vermont Community Development Program (VCDP) grant funds for a mobile home co-op water and wastewater redevelopment project. Curry explained municipalities act as eligible applicants and sub-granters for HUD-funded projects; no public comments were offered during the hearing.
All formal motions noted in the minutes were approved unanimously; the minutes do not provide roll-call tallies. The board then moved on to other agenda items, including interviews for Planning Commission openings and regular staff updates.
The Selectboard entered executive session under 1 VSA § 313(a)(3) to discuss human resources matters and, upon closing the session, recorded that no action resulted. The board adjourned at 8:01 p.m.
