Board carries hearing on large Fisk Avenue rebuild to Feb. 17 after stormwater questions; DEP approvals noted

The Brielle Planning/Zoning Board continued the hearing on Jan. 13 for Michael and Ellen Schneider’s application at 316½ Fisk Avenue to demolish the existing dwelling and build a new 2½-story home with pool and hot tub. The property is a flag lot without municipal street frontage and requires a height variance due to flood-elevation requirements.
Architect Michael Melillo described a 5,512-square-foot design with multiple gables and exterior materials; engineer Nichols DeCotiis of Watermen, LLC presented plot plans and said the project has obtained DEP coastal-zone approval and Freehold Soil Conservation District approval. DeCotiis outlined a proposed infiltration-based stormwater system with six yard inlets that connect via a perforated pipe to discharge runoff to the river, and said stormwater calculations will be provided.
Board members asked detailed questions about driveway access for emergency vehicles, landscaping to protect the waterfront, pool equipment location, and fire-rescue access; a Fire Company note that ladder access may be limited prompted discussion of mutual aid. A public question raised the risk of pesticides reaching the river; DeCotiis said the general single-family DEP permit does not tightly control that risk and the system primarily infiltrates runoff with excess directed to the river. The hearing was carried to the Tuesday, Feb. 17, 2026 meeting for receipt of stormwater calculations and additional documentation.
