Rowe’s written submission listed five specific requests for information: (1) how the district justifies advancing a $1,975,000 athletic project while describing a $750,000 boiler repair as an "unfunded crisis," (2) why the Sweeney abatement project ran 106.9% over budget yet exterior stairs remain a hazard, (3) whether the proposed 20-year PPA with Titan Energy represents a sole-source award and where any RFP was posted, (4) whether a new service contract with Tucker Mechanical is an excluded operational expense for the high-school renovation, and (5) whether project totals reconcile certain ledger deletions and bond entries. Rowe closed by asking for written responses and inclusion in the official minutes.
