Board hears Titan Energy PPA proposal for solar, co-generation and EV chargers across Windham schools

Windham, Conn. — At its April 1 meeting the School Planning & Design Committee heard a presentation from staff about a proposed collaboration with Titan Energy to install solar carports at CH Barrows STEM Academy, rooftop solar and co-generation units at Windham Middle School, and EV chargers at several sites, including an application for an EV charger at central office.
Albie Harris, who presented the proposal, said Titan would provide a combination of federal incentives and payments under a PPA; he said the district’s aim for CH Barrows is for the combined systems to produce "100% of Barrow’s power on-site." Trustees pressed for details. Dr. Mary Gallucci asked whether Titan has a plan if the company ceases operations and whether panels would be recycled at end of life. Catherine Aillón-Pomo asked about the PPA’s removal terms. Gary Fetzer asked about vendor pricing and how Titan makes money; Harris described federal incentives plus a portion of payments under the PPA as the vendor’s revenue model.
Board members did not approve any contract at the meeting and requested additional vendor information, liability language, and procurement documentation before any formal commitment.
