Windham, Conn. — The School Planning & Design Committee on April 1 reviewed a $1,975,000 quote for a new track and turf field at Windham Middle School and confirmed funds are available in the district Capital Improvement Plan for the project. Albie Harris, a staff member who presented facilities updates, said the current track facilities are "non-functional and need to be remedied for students & community."
The committee also discussed a Windham Middle School library and media-center remodel funded from the 2025 CIP to create a makerspace and reconfigure shelving, and a new maintenance vehicle for the district’s HVAC specialist that was purchased for about $25,000 under budget. Dr. Iris Gomero thanked Harris for progress on CIP projects.
Board members raised questions about prioritization. Gary Fetzer asked how the district justifies advancing the athletic project while describing a $750,000 boiler repair at Natchaug School as an "unfunded crisis" that could force a school closure if not addressed. Harris said the quoted track project comes from earlier CIP planning and that CIP funds were cited as available; he also warned that a failed boiler referendum would likely prompt a request to the town for an emergency appropriation and could require temporary school closures.
The committee did not take a vote on the track project during the meeting. The board will consider timing, procurement steps and any necessary public information as the project moves forward.
