Scott County approves iWorks permit portal after highway superintendent reports $170,000 in flood damage

Scott County Highway Superintendent Hall told the Board of Commissioners on May 21 that preliminary flood-damage repairs are estimated at $170,000. Hall said he has drafted a Right of Way Fees Agreement to collect fees and recommended adding a permit portal to iWorks to process those permits and receipts.
Hall presented vendor quotes: $3,250 a year to add a permit portal to iWorks or $1,354 to add the portal to the 2026 contract. He told commissioners that funds to pay for the portal this year are already in the Highway Department's budget but that a new fund will need to be established to receipt permit fees going forward. Commissioner Adam Bomar moved to approve adding the permit portal to the department's iWorks contract; President Greg Prince seconded and the motion carried two to zero.
Hall also reported operational updates: the chip-and-seal contractor is on target to begin June 1, signs will be placed the previous week, and paver patching will begin June 1. He said an ABC Land LLC representative discussed drainage ideas with him and plans to attend the next commission meeting to present further details.
The board’s approval authorizes county staff to proceed with the iWorks portal addition and with budget steps necessary to receipt and manage permit fees; Hall indicated he will move ahead with implementing the portal under the contract terms approved by the board.
