Scottsburg seeks county easement for ditch, culvert and stormwater work tied to OCRA grant

Scottsburg City Engineer Jeremy Edwards told the Scott County Board of Commissioners on May 21 that the City is pursuing a Federal grant through OCRA that requires easements along the project line. Edwards asked the county to grant an easement so the City can revitalize a ditch, replace culverts near the museum property and install storm-water infrastructure.
The request came after the board amended the agenda to include the Scottsburg engineer. Commissioners reviewed a draft easement agreement and later approved a motion authorizing President Greg Prince to sign the easement agreement outside of a public meeting. Commissioner Adam Bomar moved to authorize the signature; Prince seconded and the motion carried two to zero.
The presentation included a URA brochure packet and documents related to the grant application. No additional funding request to the county was recorded during the presentation; Edwards indicated the easement is a condition of the city’s grant application.
The board did not discuss objections or public comments on the easement during the meeting. The immediate next step is execution of the easement agreement as authorized by the board; Edwards indicated the City will proceed with project work tied to the OCRA-funded application once necessary easements and approvals are in place.
