Bruce Glowac (Selectman, Chair) told the committee that repairs at the Centerbrook Meetinghouse sanctuary are progressing better than anticipated: the floor has been opened, an old large heating duct has been removed, and the outside sill beam appears in good condition. Some floor joists will require repair and additional support; Gary Riggio has a plan to stabilize the structure and tie assemblies to prevent movement.
First Selectman Norman Needleman urged that plumbing be installed at Essex Elementary School as a preparatory measure for future uses; the capital list will be confirmed before any bonding. On renovations to the existing police department at 29 West Avenue, Mr. Glowac noted $13,500 in American Rescue Plan Act (ARPA) funds remain for design fees (to be spent by Dec. 31, 2026) and that Brian Humes will redesign the lower-level police space, eliminating the garage and gym.
Ryan Welch and Bob Doane reported that they met with Eversource regarding Ferry Street and agreed to leave poles and wires in place rather than relocate them. Committee members discussed accessibility improvements at the Meetinghouse (noting elevation challenges that may steepen the driveway but allow a flatter parking area), painting and window repairs (including replacement of some panes and consideration of cylinder glass to maintain historic appearance), and a quote for deep cleaning the kitchen and cabinets. Mr. Welch said he is obtaining exit-door quotes with push bars.
What’s next: Planning & Zoning will hold a public hearing for the animal control site plan in March, the capital list and debt scenarios will go to the Board of Selectmen, and staff will continue procurement and design work for the Meetinghouse and police station.
