Capital Committee backs $70,794 design bid for new animal control building

The Essex Capital Committee voted Feb. 9 to approve and recommend to the Board of Selectmen a $70,794 design bid from BMP Construction Inc. for a new regional animal control facility at Grieder Field, 72 Plains Road.
Bruce Glowac (Selectman, Chair) moved to approve the bid and recommend it to the Board of Selectmen; Ryan Welch (Public Works Director) seconded and the motion passed with all in favor.
The committee agreed the design funds will be taken from the Municipal Property Sinking Fund and transferred to the Grants Fund (STEAP). Committee members said once the Town goes to bond, the sinking-fund transfer will be returned to that account. Town Engineer Bob Doane reported he attended a Planning & Zoning Commission meeting where the special permit application was converted to a site plan review; Planning & Zoning set a public hearing for March. Mr. Doane said he will withdraw the present application and re-submit when plans are ready.
Members discussed expected construction costs and design details: the building is estimated to cost about $1 million, the interior will be simple apart from animal-control requirements, and a 30-by-80 pre-engineered building is likely the most cost-effective solution. Ryan Welch said the design phase should take a couple of months.
What’s next: The committee will forward the recommendation to the Board of Selectmen and proceed with design work; Planning & Zoning will hold a public hearing in March on the site plan when plans are submitted.
