Director Dhaliwal presented an updated goals-and-outcomes chart the committee can use as a policy 'north arrow' for the next phase of Title 18 work. Dhaliwal said the chart is intended to help Planning Policy Commission prioritize analysis and to communicate council preferences ahead of detailed amendments.
Committee members agreed the chart should be shared with the full City Council rather than formally adopted at this point. Members asked staff to incorporate previous feedback about step-backs—reframing them from a stand-alone possible action into a goal to pursue as part of architectural and design standards—and to list examples of alternative measures (material quality, ornamentation, tree retention, modulation points) so the architectural-standards conversation yields a menu of options rather than a single requirement.
Dhaliwal and staff recommended leaving complex legal issues such as vesting for a later phase and maintaining a living list of other potential amendments. "It's an ambitious work plan," Dhaliwal said, recommending the committee treat the chart as a working guide and share it with Council alongside the PBI amendments scheduled for June 29.
Next steps: Staff will include the updated goals-and-outcomes chart in the Council packet for the June 29 meeting, and will prepare the architectural-standards scope and examples for the phase-2 work program.
