Council advances inducement for Project Spring, gives first reading to FY2025–26 budget and boards ordinance, and agrees to explore lease-purchase for Chrysler

Union County Council on April 8 adopted an inducement resolution to permit expenditures by a company known to the county as Project Spring to qualify for a Fee-in-Lieu of ad valorem taxes arrangement under Title 12, Chapter 44 of the South Carolina Code. The inducement resolution was adopted after a motion to dispense with committee consideration (moved by Vice chair David Sinclair; seconded by Councilwoman Annie Smith) and the vote carried unanimously.
Council later conducted First Reading in title-only of a corresponding ordinance authorizing the fee-in-lieu agreement, enlargement of an industrial park boundary to include property for Project Spring, and related matters (motion by Councilman John Glenn; second by Councilwoman Annie Smith). Councilman John Flood left the meeting before the last two votes and was recorded as not voting on subsequent items.
Council also gave First Reading to the operating and capital budgets for fiscal year 2025–26 (motion by Vice chair David Sinclair; second by Councilwoman Carolyn Rutherford). The budgets set appropriations for county ordinary and other purposes for the fiscal year beginning July 1, 2025. Council accepted Second Reading of amendments to Chapter 2, Article XI of the Union County Code regarding boards and commissions; Chairman Russell said a draft ordinance would specify appointment authority for the Hospitality and Accommodations Tax Appeals Committee before Third Reading.
After an executive session on a contractual real-property matter and an economic development matter, Council announced no action was taken in closed session and approved a motion to "explore moving forward with a Lease-Purchase Agreement" with an unnamed business for the Chrysler Building (motion by Vice chair David Sinclair; second by Councilwoman Carolyn Rutherford; carried). Council took no final contract action at the meeting and directed staff to return with details if negotiations proceed.
The inducement resolution references Title 12, Chapter 44 of the South Carolina Code as the enabling statute for fee-in-lieu arrangements; the county said related documents and the proposed ordinances are on file with the County Supervisor’s Office.
