Union County Council approves $500,000 contingency for joint maintenance shop, accepts four grants and fills several volunteer board vacancies

Union County Council on July 8 approved a $500,000 capital contingency to cover cost overages on a Joint City/County Maintenance Shop and recorded a slate of personnel and grant actions before adjourning.
Chairman Phillip G. Russell II told council engineers estimated the facility would cost roughly $4 million and that the lowest construction bid returned at $4.435 million. Vice Chair David Sinclair moved to allocate $500,000 from capital funds as an overage buffer; Councilman John Flood seconded and the motion carried unanimously. Russell said the City of Union issued the RFP and Sossoman Construction was the low bidder.
Council also accepted four grants for county departments: a Solid Waste Management grant from SCDES for $13,404.13 and a Used Oil Recycling grant from SCDES for $9,730 (both with no county match), a Body Armor Assistance grant from the Department of Public Safety for $17,631 to purchase ballistic vests for the Sheriff’s Office, and a Timken Foundation grant for $30,000 that the sheriff said would cover the full cost of a UTV and required accessories. Each grant acceptance was moved and carried unanimously.
On board business, council appointed volunteers to several fire district boards after noting vacancies on the Tax Assessment Board of Appeals and Building Code Board of Appeals lacked applicants. Appointments approved unanimously included Jeremy Gallman and Charles Monroe to the Bonham Fire District, Jemel Lawter to the Buffalo Fire District, and Nancy Garner to the Kelly Kelton Fire District.
Council briefly entered executive session at 6:02 p.m. to receive information on an economic development matter and a contractual matter; it reconvened at 6:27 p.m. and announced no action was taken during the closed session. Vice Chair Sinclair later reported a committee recommendation to refer a proposal changing SCC millage and transferring property to the Finance Committee. The meeting adjourned at 6:37 p.m.
What happens next: The Finance Committee will consider the capital allocation and any referral on millage or property transfer; accepted grants will proceed through departmental implementation according to grant terms.
