Andrena Powell-Baker, representing Lockhart Power, presented Union County with a $250,000 franchise-tax credit donation on April 8, 2025, earmarked for improvements to the county-owned Cudd Property. Powell-Baker told Council that "every year Lockhart Power is required to pay the State a franchise tax" and that the company may either pay the State or donate the funds to the county for an economic development project. Since 2001, she said, Lockhart has donated approximately $3 million in tax credits to Union County.
The donation was added to the meeting by agenda amendment earlier in the session and was presented during a prepared presentation to the Council. Chairman Phillip G. Russell II and council members acknowledged the gift and the county clerk will record the donation for the public record. Powell-Baker said the funds are intended specifically for Cudd Property improvements, which are county-owned.
The donation follows a routine annual decision by Lockhart Power about whether to remit franchise-tax credits to the State or allocate them locally. County staff and Council thanked the company and noted the check will be applied to the capital improvements identified for the Cudd Property; Council did not take additional formal action related to spending at the meeting.
The donation and supporting documentation were presented at the meeting; Council members did not raise objections. The county will record the gift in its financial records and apply it toward the Cudd Property project as presented.
