Commissioners approved an interlocal cooperative master agreement on June 2 to centralize emergency communications (ECC) operations in Layton. Chief Arnold Butcher said the ECC will be operated by Layton and become effective once all parties execute the agreement; it will run for three years and use a formula based on call volumes, officer counts and population to calculate payments.
Butcher told the commission the arrangement should be roughly revenue-neutral for Davis County while improving public-safety coordination. A commissioner moved approval and the motion passed by voice vote; the chair announced an abstention from one commissioner but said the motion carried.
Butcher also noted work behind the scenes to reach the agreement and highlighted the shooting range item on the consent agenda that followed.
