Venango County renews multiple human-services contracts covering counseling, substance-use and older-adult supports

Venango County commissioners approved a broad set of human-services contract renewals and addenda at their May 12 meeting, covering mental-health counseling, substance-use disorder treatment, supports coordination for individuals with intellectual disability, and services for older adults.
Attachment C lists providers and contract terms set to run largely from July 1, 2026 through June 30, 2027 (with some shorter terms for January–June 2026). Notable contract details recorded in the minutes include a maximum contract amount for Regional Counseling Center’s outpatient program of $235,882 and a Transitions Housing Program maximum of $53,600. The minutes also record unit and per-diem rates for several providers: e.g., Clearbrook Treatment Centers/Huntington Creek Recovery Center adolescent detox at $579.00/day and various adult and adolescent residential rates; Stairways Behavioral Health Gage House at $362.00/day; and Ascend Clinical Services/Teen Challenge SUD daily and unit rates as listed in Attachment C.
Commissioners approved an addendum permitting Community Services of Venango County to purchase a vehicle for the MH Supported Housing Program with a contract maximum of $30,000 and approved an addendum with Adelophi Village for secure detention placement at $779.50 per day. The board also authorized four Resource Family Agreements for the foster/kinship care program and accepted a Senior Farmers’ Market Nutrition Program grant (awards up to $1,000).
Commissioner Kenneth J. Bryan moved to approve Attachment C and related addenda; Commissioner Timothy M. Heffernan seconded and the motions passed with all commissioners voting aye.
