Morrison County hires Oasis Central Minnesota to distribute local homeless‑prevention funds

Morrison County Health and Human Services has entered a purchase‑of‑service agreement with Oasis Central Minnesota to administer the county’s 2025 Local Homeless Prevention Aid. The contract runs May 1, 2026, through Dec. 15, 2026, and may be canceled by either party on 30 days’ written notice.

Under Attachment A, Oasis will provide rental assistance and rapid re‑housing services for Morrison County residents experiencing homelessness or housing crisis. The target populations include families with school‑age children, unaccompanied youth in need of alternative housing, and households paying more than half their income for rent. Services may include deposit assistance, advance rent payments where another source is not available, and fees necessary to secure housing documentation.

The agreement caps rental assistance at $22,544.44 for the contract term and allows administration expenses up to 15 percent of the grant total. Oasis is to receive the allocated dollar amount in a lump sum on contract execution and must submit monthly receipts showing dollars spent by category, counts of distinct families or youth served, and totals of persons served. Any unspent funds remaining at the end of the contract year must be returned to Morrison County Health and Human Services.

The contract requires the provider to comply with state and federal statutes, maintain appropriate licensure and insurance, provide fraud‑and‑safeguarding training for employees and volunteers, and operate trauma‑informed services. Morrison County retains audit rights over provider records under Minn. Stat. §16C.05 and related statutes.

The contract was approved and signed on behalf of Morrison County by Nathan Bertram, Director of Health and Human Services; the County Attorney (Brian Middendorf) approved form and execution.
