Planning and housing: The board adopted Resolution R‑38‑2026 authorizing submission of a Federal Highway Administration Safe Streets and Roads for All (SS4A) Planning and Demonstration grant application for up to $4,750,000 with a minimum local match of 20 percent. The local match of $1,187,500 was identified as being provided by RIDC/PennSTART. The board also adopted Resolution R‑39‑2026 to file the FY2026 Annual Action Plan with the U.S. Department of Housing and Urban Development, which lists anticipated entitlements of CDBG $3,661,005; HOME $888,798.55; and ESG $348,244, plus program income. A related substantial amendment to FY2025 CDBG allocations was approved under Resolution R‑40‑2026.
Procurement and contracts: The commissioners approved multiple county purchases and agreements, including a Link Computer Corporation agreement for Webex Calling and Cisco services ($742,493, 60‑month term), Cisco hardware/software maintenance ($56,347.79), Dell Pro Micro PC purchase for public safety ($41,175), a Priority Dispatch system license renewal totaling $253,750.02 over three years, and a PCoRP liability/property insurance renewal with an annual premium of $1,134,413. The board awarded a newsletter printing bid to Fotorecord Print Center ($53,375.70), accepted a bid for compactor/dumpster service at Westmoreland Manor ($112,230.36), and approved a replacement Caterpillar roller purchase ($46,718.30).
Human services and program funding: The board accepted a $19,022 grant from The Pittsburgh Foundation for DHS feasibility work and approved agreements with CASA ($25,000), Westmoreland County Food Bank ($17,500) and Wesley Family Services for grocery and medical shuttles (totaling $154,500 across terms), among other items.
Behavioral health and child services: The board approved a $536,641 agreement for a mental‑health boundary‑spanner/forensic project and a series of Children’s Bureau service agreements and per‑diem rates with placement providers and software vendors (Avanco International, Auberle, Keystone Adolescent Center, Guiding Roots LLC).
Votes and procedure: Nearly all listed items were moved, seconded and approved unanimously with the recorded motions typically moved by Douglas W. Chew and seconded by Ted Kopas; specific motions are recorded in the meeting minutes. The meeting concluded after miscellaneous business including budget amendments, advisory board appointments and reappointments. The board adjourned at 11:41 a.m.
