Supervisors approve multiple Willow Hollow waivers and SUNCAP plan waivers, conditioned on review

Bern Township supervisors approved a package of planning waivers and a conditioned sketch plan for the Willow Hollow development at their March 2 meeting and also granted scale waivers for a SUNCAP submission.
Township Manager Brian Potts reported the planning commission recommended approval of multiple Willow Hollow waivers, including a lot line waiver (Section 154-18.B(4)), an environmental and historic resource studies waiver (Section 154-18.C(1)(a)-(d)) conditioned on adding a note to notify the Pennsylvania Historic and Museum Commission if archaeological resources are discovered during construction, a plan scale waiver (Section 154-19.A), a storm sewer waiver (Section 149-22.C(2)), and the Willow Hollow sketch plan for record conditioned on addressing an SSM review letter dated February 5, 2021. The board approved each item by unanimous vote.
Separately, the board approved SUNCAP’s Plan Scale Waiver (Section 154-19.A) except for a 1" = 120' scale and approved the SUNCAP Location Map Scale Waiver (Section 154-19.C(6)), also on planning commission recommendation.
A BCIDA representative, Jeremy Zaborowski, presented recommended updates to the township's commercial parking ordinance developed with local partners. Mr. Potts recommended that the planning commission and the township’s consultants review the proposed changes before the board considers formal action.
Why it matters: the waivers and conditioned sketch plan clear several procedural steps for the Willow Hollow development to proceed in the planning review process; the environmental/historic condition preserves an avenue for archaeological oversight by the Pennsylvania Historic and Museum Commission if artifacts are encountered during construction.
Next steps: the Willow Hollow sketch plan was approved subject to the February 5, 2021 SSM review letter; the planning commission and consultants are expected to review BCIDA's commercial parking recommendations before any ordinance change is advertised for public comment.
