The Owosso Carnegie Library Property Committee adopted a mission statement and a set of committee rules at its inaugural meeting April 23 at Owosso City Hall.
The committee voted unanimously to approve the mission statement after a brief review. The motion to adopt the mission statement was made by Tom Cook and seconded by Piper Brewer; "ayes all" was recorded. Vice Chairman Justin Horvath moved to adopt the committee rules; Gary Wilson seconded and that motion also passed unanimously.
Committee members used the meeting to establish the committee's operating framework and to outline immediate next steps. They scheduled a follow‑up meeting for May 28, 2026, and asked staff to prepare information requested in advance of substantive review: building financials (utilities and maintenance), the current lease with the library, a list of known maintenance needs, whether the property appears in the City Master Plan and in what context, current zoning, number of parking spaces, any appraisal on file, and building floor plans. Members also asked staff to report whether the City has any current or anticipated municipal need for the space.
The meeting concluded with a procedural motion to adjourn; the motion was made by Vice Chairman Justin Horvath, seconded by Gary Wilson, and the meeting adjourned at 7:08 p.m.
