City Attorney Scott Gould explained the quiet-title process to the committee and answered members’ questions about legal steps and potential timelines. After the briefing, Vice Chairman Justin Horvath moved to recommend that the City Council pursue quiet-title proceedings; Sean Harrington seconded the motion and the committee approved it ("Ayes all").
The committee also asked staff to research several library expense items and report back. Committee member Piper Brewer asked whether $75,000 in the budget is specifically allocated to pipe repairs; Gary Wilson asked staff to confirm whether an existing agreement with Carnegie requires the city to contribute $10,000 per year in maintenance. The committee did not resolve those items at the meeting and directed staff to return with documentation.
Horvath said he had proposed multiple motions during the meeting to show the committee is taking action on longstanding issues. "I thought it was important that the committee show they are taking action," he said.
The committee’s recommendation goes to the Owosso City Council for consideration; the minutes do not record a council action or schedule. The committee scheduled its next meeting for June 25, 2026.
