EAWSD board tables proposed bylaws rewrite after review and requests for more time

The Eldorado Area Water & Sanitation District board on Dec. 17 chose to table consideration of a proposed full rewrite of the district bylaws to allow additional review by board members.
Incoming Board Director Gary Sanford, who said he reviewed the draft line-by-line against the New Mexico Statutes (NMSA), described a number of edits and supported a full rewrite. Several board members, including Director David Burling and Treasurer Elizabeth Roghair, requested more time to examine specific sections before voting.
General Manager Maya R. Clifford answered questions about the draft and noted that edits suggested during tonight’s discussion had already been incorporated into the working draft. After a brief discussion, President John Calzada directed that the board table the bylaws agenda item until the next meeting; the board reached consensus that additional review was in its collective interest.
A public commenter, Joe Loewy, had earlier urged the board—via an emailed comment read into the record—to adopt the bylaws and cited his own review and recommendations. The board did not vote on Resolution No. 26-12-01 at the Dec. 17 meeting.
