Resident urges Marshall board not to rehire former campground manager; trustees consider options for Whistle Stop Campground

Andrews, who said she ran for the board six years ago because of past decisions about the campground, criticized the former manager’s conduct. "He didn't want to share info with the Board," Andrews said, and added that the previous manager "treated employees horribly" and that "Bud Styer was a bully and intimidated staff." President John Schuepbach responded that he was "not interested in bringing back Bud Styer."
President Schuepbach and Administrator Brandon Bledsoe opened the discussion by summarizing complaints the village has received about campground management and maintenance, including concerns that the pond has been neglected and that rumors are circulating the property might be sold or redeveloped into apartments. Bledsoe said the village has heard conflicting accounts and asked for more information before deciding whether to renew any management contract.
Trustee Renee Jackson suggested the village consider selling the property and allowing private operators to manage it. Schuepbach also raised the possibility of acquiring nearby Herman family land to expand the campground, and said other options include retaining the current manager (Kiefer), seeking a new manager, or operating the campground in-house.
The board did not vote on the campground’s management. Administrator Bledsoe said staff will contact Kiefer to confirm whether the company is interested in renewing its contract and will invite Kiefer to the July meeting to discuss management and maintenance status. No further actions or deadlines were set.
The discussion underscored resident concerns about personnel treatment and site upkeep; trustees and staff framed their next steps as informational and investigative rather than decisive. The board moved on to other agenda items and adjourned at 8:09 p.m.
