Planning commission approves four extensions-of-time for Wildomar development projects

The Wildomar Planning Commission approved four separate extension-of-time (EOT) requests June 3, extending timelines for local development projects and allowing developers additional time to record maps, obtain permits and secure financing.
The votes were unanimous (3-0) on each item.
Key approvals at a glance:
- Wildomar Shooting Range / Academy (CUP19-0093): Staff described the site at Mission Trail and Bundy Canyon (approx. 2.3 acres) and recommended a second EOT to February 12, 2028; the permit retains one further allowable extension with a final build-by deadline of 02/12/2029. Commissioners adopted PC Resolution 2026-08 (3-0).
- Tentative Parcel Map 38646 / Wiltshire (TPM 38646): The commission granted a first EOT (three years) to allow the applicant to record a seven-lot parcel map for industrial/service-commercial uses on about 26.8 acres (new expiration 05/03/2029). Staff said related development-entitlement negotiations and a development agreement remain in process; commissioners adopted PC Resolution 2026-09 (3-0).
- Cat Crossings retail center (CUP22-0181): The planning commission approved a first EOT to 05/03/2029 for a 2.78-acre retail/auto-service site at Cat Road noted in the staff report; the applicant’s representative said financing and permitting remain in progress and that two retail pads have prospective tenants. The commission adopted PC Resolution 2026-10 (3-0).
- Nova Homes residential project (Tentative Tract 36952 / Plot Plan 15-0129): The commission approved a final (third) EOT to 08/08/2027 for a 77-unit detached condominium project on about 11.2 acres. Applicant Ivano said they recently secured sewer EDU allocations and are finalizing engineering to submit grading and building plans, and hoped to break ground later in the year. Staff cautioned Elsinore Valley Municipal Water District (EVMWD) capacity is limited and upgrades are expected around 2029–2030; if the developer cannot secure required utilities before the final extension expires, they would need to start the entitlement process again.
Public input and staff notes: Residents raised traffic concerns near the Shooting Range site and asked for clarification about lane widths on Bundy Canyon; staff referenced updated circulation modeling and the city’s current circulation plan. For Nova Homes and other larger developments, staff explained CEQA conformance checks for changed circumstances and that revised permits would be required if conditions or design elements materially changed.
Ending: All four EOTs passed on 3-0 votes. Approved resolutions and staff reports will be included in the official record; projects that reach the limits of available extensions without meeting required findings will have to reapply and restart the entitlement process.
