Coos County approves AKS Engineering task orders for FEMA-funded road repairs

Coos County approved two task orders with AKS Engineering to begin engineering and design work on two FEMA-funded road‑repair sites.

Staff described task order #1 for professional engineering services at Milepost 2.72 (2 Mile Lane) with costs not to exceed $88,610. The presenter outlined four task groups within the order — project initiation and management, geotechnical investigation (quoted at $25,355), engineering design (30/90/100 percent plans) and bid/ construction support — and said the county expects roughly 75% FEMA reimbursement of eligible costs. “We should get reimbursed 75% of all of our costs for both the engineering, any permitting planning, as well as the actual construction itself,” the presenter said.

Task order #2 covers services for Milepost 0.35 on 7 Devil’s Road, not to exceed $64,795. Staff noted the environmental permitting task is listed as a contingency and said coordination with ODFW and other agencies may allow the county to avoid a nationwide Corps permit if fish salvage is performed by state agencies, potentially reducing cost and permitting time.

The board moved and approved both task orders. Commissioners asked about FEMA timeliness and project cost estimates for later construction; staff said they expect to conclude engineering and then finalize paperwork with FEMA to secure funding.

Next steps: AKS Engineering will proceed with engineering tasks and geotechnical work; staff will prepare final FEMA submittals to secure reimbursement and return with bids and construction estimates.
