City committee refers W. 5th Street and Grandridge Road resurfacing task order to full Council

City staff told the Committee-of-the-Whole on Jan. 13 that the city received Arterial Preservation Program funding from the Washington State Transportation Improvement Board for resurfacing W. 5th Street (Stassen Way to Grandridge Road) and Grandridge Road (W. 5th to Wine Country Road). The project scope includes full-width resurfacing, pavement markings and related work; construction is anticipated in 2027.
HLA Engineering and Land Surveying, Inc., proposed to provide professional engineering services including design, railroad permitting, advertising and bidding, contract award recommendation and engineering services during construction for an estimated total fee of $133,400. Staff recommended that the committee move a resolution approving Task Order No. 2025-06 to the regular Council meeting for consideration. The committee voted to move the resolution (motion by Councilmember David Diaz, second by Councilmember Joan Souders).
The motion referred the matter to the regular Council meeting for formal action; the committee did not award a construction contract.
