Grandview council approves water-reservoir loan, road resurfacing contract and tribal engagement letter

The Grandview City Council on Jan. 13, 2026 unanimously approved five resolutions covering tribal engagement, road work, water-reservoir improvements, an encroachment agreement and an interlocal court-services amendment.
The council voted to authorize Mayor Ashley Lara to sign a Letter of Tribal Engagement to the Yakama Nation to comply with House Bill 1717 and the Washington State Growth Management Act. Councilmember Javier Rodriguez moved the measure and Councilmember Bill Moore seconded; all members present voted yes and Councilmember Robert Ozuna was recorded absent.
Council also approved Resolution No. 2026-02 and Task Order No. 2025-06 with HLA Engineering and Land Surveying, Inc., to resurface W. 5th Street and Grandridge Road (moved by Councilmember Joan Souders; seconded by Councilmember Javier Rodriguez).
On utilities, the council authorized the mayor to sign Drinking Water State Revolving Fund Loan Contract #DWL28174 Amendment No. 2 to fund water storage reservoir improvements (moved by Councilmember Bill Moore; seconded by Councilmember David Diaz). Related to that work, the council approved an encroachment agreement with Northwest Pipeline LLC for work within the Williams easement (moved by Councilmember Javier Rodriguez; seconded by Councilmember David Diaz).
The council also approved Amendment No. 1 to the 2021 Interlocal Agreement with Yakima County for municipal court services (moved by Councilmember Bill Moore; seconded by Councilmember Joan Souders).
