Committee refers $9.09 million loan amendment and pipeline encroachment for reservoir upgrades to full Council

City staff told the Grandview Committee-of-the-Whole on Jan. 13 that Amendment No. 2 to Drinking Water State Revolving Fund Loan Contract #DWL28174 would provide $9,090,000 to fund improvements to the city’s 3.0 million-gallon water storage reservoir.
Staff described the scope of work as recoating the reservoir interior and implementing multiple safety upgrades: replacing access ladders with OSHA-compliant ladders, replacing the roof vent and access hatch, upgrading railings and installing a climbing-harness system, and replacing a level sensing line. Staff recommended the committee move a resolution authorizing the mayor to sign the loan amendment to the regular Council meeting for consideration; the motion to do so was made by Councilmember David Diaz and seconded by Councilmember Bill Moore and carried with the committee voting unanimously present (Councilmember Robert Ozuna absent).
Staff also presented an Encroachment Agreement with Northwest Pipeline LLC to ensure contractors avoid work within the buried high-pressure gas main adjacent to the reservoir site. The minutes state Northwest Pipeline did not provide the agreement until shortly before work was to begin; the city will comply with the agreement’s provisions if approved. The committee voted to move that resolution to the regular Council meeting (motion by Councilmember Moore, second by Councilmember Souders).
Both items were referred to the Jan. 13 regular Council meeting for formal consideration rather than being approved at the committee level.
